Dr. Martha Jallim Hall

The Virginia Council on the Interstate Compact on Educational Opportunity for Military Children (Virginia Council) was formed to assist in easing the transition of the children of military families into school as a result of frequent moves and deployment of their parents. Created by the 2009 General Assembly, Virginia joins other states participating in the compact. The purpose of this compact is to remove barriers to educational success imposed on children of military families because of frequent moves and deployment of their parents.

According to § 22.1-361 of the Code of Virginia, the Virginia Council is composed of one member of the House of Delegates; one member of the Senate; five non-legislative citizen members, including the superintendent of public instruction and one representative from a military installation; the superintendent of a school district with a high concentration of military children; and the governor or his designee. The current Virginia Council consists of 10 members and Dr. Martha Jallim Hall of the Norfolk (VA) Chapter of the Links, Incorporated received a gubernatorial appointment to serve on the Council in October of 2020.


Valerie M. Harvey, MD MPH

Dr. Harvey was elected to serve as President Elect of the Skin of Color Society. She will next step into the role of President of the organization the subsequent year. The Skin of Color Society was established in 2004 by Susan C. Taylor, M.D. Its purpose is to promote awareness of, and excellence within, skin of color dermatology. The Society is committed to the education of health care providers and the general public on dermatologic health issues related to skin of color. The Society supports research and other activities that impact individuals with skin of color. Partnerships with dermatologists from the national and international communities, professional medical organizations, and community, corporate and industry groups will ensure our success in serving all individuals with skin of color.


Dr. Angela D. Reddix

Dr. Angela D. Dr. Janet E. Williams, PhD, PMP

Janet E. Williams has been named Vice President, HR Shared Services for Sentara Healthcare headquartered in Norfolk, Virginia. Janet joined Sentara in January 2021 as a Director on the HR Business Partner and was promoted within 6 months to the role of Vice President. As part of her new role as VP, she will have responsibility for employee and leader HR Shared Services (HR Solutions), HRIS, Enabling HR Technology (ERP/People Analytics), System/Corporate Labor Relations, M&A, Colleague Communications, HR Budget, HR Project Management and HR Regulatory & Compliance (State/DNV/CLIA/NCQA/DMAS). Before joining Sentara Healthcare, Janet was the Director of Human Capital and Performance with Consulting for Coley & Associates, Inc, in San Antonio Texas. In that role she managed virtual teams and led their training and development initiatives for government clients and helped them with workforce development initiatives. Janet is also a mentoring and coaching expert and has broad experience with leadership work sessions, progressive management improvement processes, organizational change, diversity, equity and inclusion programs and business operations. Janet has a BS in accounting from Hampton University a Master’s in Business Administration from Troy State University and her PhD in Public Policy from Walden University. Janet has been married to David Williams for the past 30 years and they have two children Olivia 21 and Ian who is 16. Janet Has been a member of the LINKS organization since 2005, and recently returned actively to the Norfolk Chapter to serve her community.
